Metals and Chemicals recycling and medical waste management project

  The objectives of the project are divided into five core areas respectively as: “to establish a domestic overall metal resource recycling industry chain model to master the overall metal resource status and recycling operation conditions”, “ to formulate a stagewise promotional strategy for chemical recycling and to grasp domestic chemical material flow related information as well as the current status of recycling operation”, “to understand the actual operation status of domestic metal and chemical recycling so as to ensure the actual situations are consistent with the management regulations”, “to implement an overall control and management for the total capacity of biomedical waste to ensure proper treatment of medical waste so as to enhance medial waste recycling rate”, and “to cooperate with the implementation of relevant administrative works in this project to improve the effectiveness and quality of the project”.   In terms of metal waste resources, due to the lack of mineral production, our country relies on oversea importation of metal resources. In recent years, promotional measures in practice has been faced with small market size, lack of technology, and low willingness to invest into metal recycling industry. Therefore, this year we conducted a comprehensive inventory and distribution analysis of domestic metal waste resources, and took reference from international promotion measures as well as domestic industry key materials and industrial types to formulate a long-term plan for promoting metal waste resources.   According to the flow distribution of domestic chemical waste resources, more than 80% of waste chemical solutions can enter the recycling system. In order to formulate long-term promotional measures and visions for chemical waste resources, we took reference from international promotion measures and frameworks for Chemical Substances Control Management Program, and through analysis of national chemical waste resources inventory, industrial park chemical waste resources operation status, the operation status of industrial recycling management regulations announced by various ministries, the establishment of overall material distribution of sulfuric acid/isopropyl alcohol materials, and the operation status of domestic key industries from different aspects to grasp domestic baseline information, so as to formulate the short, medium and long-term promotion measures, with four major tasks proposed as: building a sustainable recycling channel, proper processing and disposal, flow tracking and monitoring, and technology improvement and knowledge establishment.   In addition, in response to Strategy 8 of Taiwan's 12 key strategies for net zero emissions by 2050, “Resource recycling and zero waste”, the goal for promoting chemical waste resources recycling is to increase the amount of chemical waste solvents to be recycled to electronic grade, and to promote a chemical leasing demonstration and consultation mechanism, that suppliers are responsible to provide product recycling services and life cycle management from the supply side, and to increase the willingness of industry investment to promote the recycling of chemical waste solvents to electronic grade.   In terms of biomedical waste, the project conducted statistical analysis on biomedical waste reporting data, including the reported volume of biomedical waste treatment and recycling and the variation of clearance flows, the capacity of biomedical waste treatment and recycling organizations, etc., as well as investigation on the variation of clearance and treatment prices, develop the mechanism for early warning notification of biomedical waste treatment capacity, develop the plan to promote recycling and reuse of biomedical waste with complex materials with recyclable value, analysis of the volume of waste diapers output from medical, nursing and long-term care institutions, to assist the promotion of reuse and recycling of waste diapers, and conduct on-site visits at medical-related waste sources or disposal organizations.   The project also provided administrative support to the metals and chemicals group meetings of the Promotion Committee, and conducted the chemical leasing demonstration consultation meetings, as well as accomplished a total of 12 temporary work needs.
